In order to make the reader familiar with the basic features of safety culture, the most important concepts related to nuclear safety are introduced in this chapter. The International Nuclear Event Scale (INES) that provides experts and inquiring laymen with an authentic starting point to discuss and judge certain events is also presented here in detail.
